Abstract

This study examines the effect of flood risk management control on property protection in Lagos State, Nigeria. It identifies effective structural and non-structural strategies for mitigating flood risks and explores challenges that hinder their implementation. A mixed-method research design was adopted, combining quantitative and qualitative approaches. The study focused on Lekki, Makoko, and Ajegunle, three areas characterised by varying levels of urbanisation and vulnerability to flooding. A structured questionnaire was administered to 400 randomly selected residents, while in-depth interviews were conducted with community leaders. Data were analysed using simple regression analysis for the quantitative component and content analysis for the qualitative data. The results reveal that flood risk control has a significant positive effect on property protection. Structural measures such as improved drainage systems, flood barriers, road elevation, water diversion channels, and reservoirs were identified as critical mitigation strategies. Non-structural approaches including public education, stricter building regulations, early warning systems, community participation, and flood insurance were also found to enhance flood resilience. However, the implementation of these measures is constrained by inadequate funding, corruption, weak policy enforcement, poor urban planning, and limited community involvement. The study concludes that an integrated approach combining structural and non- structural measures is necessary for effective flood risk management in Lagos State.
