Abstract

South Africa continues to face persistent challenges in translating progressive policies into effective public service delivery outcomes. While the country has established an extensive legislative and institutional framework since the democratic transition, significant disparities remain between policy intent and implementation on the ground. This study underscores the importance of bureaucratic capacity as a critical determinant in bridging this implementation gap, particularly in contexts marked by inequality, resource constraints, and administrative fragmentation. It examines the relationship between bureaucratic capacity and public service delivery performance, with a focus on identifying key constraints and enabling factors within selected government institutions. The study also aims to contribute context-specific insights that can inform institutional reforms and capacity-building strategies. Using qualitative case studies drawn from selected municipalities and provincial departments, the findings reveal that weak administrative capacity significantly undermines effective service delivery. Conversely, institutions that demonstrate stronger leadership, professionalization, and coherent administrative systems tend to perform better, even within resource-constrained environments. The study concludes that strengthening bureaucratic capacity is essential for improving public service delivery outcomes in South Africa. It highlights the need for targeted investments in skills development, institutional stability, and governance reforms that prioritize meritocracy and accountability.
