THE ROLE OF PARLIAMENTARY OVERSIGHT AND ITS INFLUENCE ON DEMOCRATIC GOVERNANCE: A PUBLIC VALUE THEORY PERSPECTIVE
Main Article Content
Abstract
This study explores the role of parliamentary oversight in strengthening democratic governance, using Public Value Theory as the guiding framework. Adopting a qualitative, non-empirical approach with an exploratory research design, the study relied on an extensive literature review to examine how effective legislative oversight contributes to public value creation. A case reference is made to the North West provincial legislature for contextual balance in the analysis. The study interrogated five thematic areas including promotion of democracy, climate change governance, corruption control, underground economies, and human rights protection as the core role of parliamentary oversight in strengthening democratic governance. The analysis demonstrates that robust parliamentary oversight enhances transparency, accountability, and responsiveness, thereby reinforcing public trust and institutional legitimacy. The study concludes that parliamentary oversight is not merely a procedural obligation but a strategic tool for ensuring that governance aligns with the collective interests and values of society. Strengthening oversight functions is therefore essential for South Africa and the North West provincial legislature, especially if the aim is to advance democratic ideals and to foster inclusive and sustainable development.
