Abstract

This study examines how technology and governance work together in South African municipalities. The analysis is based on a systematic review of secondary data on technology and governance, using a conceptual framework. Secondary sources formed the core of the data, ranging from published books and journal articles to policy documents, which were analysed to present the findings and recommendations. South Africa's technology and democracy system is imperfect, and democratic governance primarily aims to expand rights, broaden democracy, and enhance its credibility. Digital transformation also affects the political landscape and the state of civil society. This article contributes to the conversation on digital governance and the literature on this in South African local government. Findings reveal that citizens in local municipalities often struggle to access information and government programs and initiatives. This article recommends implementing digital transformation to improve public access to e-government policies, programmes and digital services. The study concludes that local governments should regularly interact with residents to gather feedback and identify areas for improvement. To deliver digital government services efficiently, local governments need to develop detailed, user-friendly online platforms and ensure they are secure.
